Allow forums to have "OP reply only"-threads, which means that only OP can reply, this is perfect for e.g. fanfic or diary-type threads.

If they somehow manage to POST a reply a warning is shown:
(same error should return through API)

- Post replies in "Original Poster Reply Only"-forums
- Users with this permission can still reply (useful for moderator user group)

- The error message shown in case user manages to post a reply, or uses API
